A renewed attempt to prohibit the marketing of certain foods and beverages to children has been referred to a House committee, three years after a similar bill failed to become law. Bill C-252, the Child Health Protection Act, passed second reading on Sept. 28 with the backing of all Liberal, NDP, Bloc Québécois, and Green MPs. It will amend the Food and Drugs Act, with the intention of banning some food and beverage marketing directed at children under 13 years of age. The Lobby Monitor examined the details of the proposed legislation, which organizations are interested in discussing the bill, and the history of the push to change the rules surrounding marketing to children.
Quebec has launched its new lobbyists’ registry as the province implements the next stage of 2019 legislation overhauling the lobbying system. As of Oct. 13, lobbyists must register on the Carrefour Lobby Québec website. It replaces the previous lobbyists’ registry, which had been in use since 2002. The Lobby Monitor took a look at how it works, how the registry came about, and other developments in Quebec’s lobbying regulations.
Nukik Corporation submitted 46 of the 264 communication reports posted to the federal lobbyists’ registry last week. It is represented on the registry by CEO Anne Raphaelle Andouin, as well as Sussex Strategy Group consultants Dan Lovell and Ingrid Ravary-Konopka. The corporation communicated with Yvonne Jones, parliamentary secretary to Northern Affairs Minister Dan Vandal, on Aug. 25; Andy Fillmore, parliamentary secretary to Innovation Minister François-Philippe Champagne, on Oct. 6; Greg Fergus, parliamentary secretary to Prime Minister Justin Trudeau and to Treasury Board president Mona Fortier, on Sept. 6; and Liberal MPs Brendan Hanley and Jim Carr on Aug. 18 and Aug. 22, respectively.
In new registrations, the Great Lakes Fishery Commission (GLFC) started its first file on Oct. 3 with consultant Dan Lovell of Sussex Strategy Group. GLFC develops research on fish stock sustainability in the lakes and invasive species management, and promotes working relationships between the U.S. and Canada. The GLFC joined the registry to seek support for a “machinery of government change” for the commission, according to its file. On the Canadian side, the commission’s fiduciary responsibility is to Fisheries and Oceans Canada, but GLFC is seeking a transfer to Global Affairs Canada. In addition to Global Affairs and Fisheries, Lovell plans to communicate with the Prime Minister’s Office (PMO), Privy Council Office, Finance, and the Treasury Board, as well as with MPs and senators.
Capilano University also made its debut on the registry recently. The North Vancouver, B.C.-based university has hired Global Public Affairs consultant Andrea Beltran, who registered on Sept. 22, to represent it in discussions with 10 government institutions, including the PMO, Finance, Immigration, Innovation, and Employment, as well as with MPs and senators. According to its registry file, Capilano is interested in discussing campus infrastructure projects, as well as the institution’s strategic goals and operations.
Tobacco pipe company Brigham Enterprises started its first file on Oct. 5 with Stosic and Associates consultant Henry Boyd. Boyd plans to communicate with Health, Innovation, and Economic Development, as well as with MPs. The Etobicoke, Ont.-based company sells pipes in both Canada and the U.S. Brigham joined the registry to discuss plain packaging regulations, according to the company’s file.
