Catherine McKenna was the second most-lobbied minister in 2017, falling a few steps behind Innovation Minister Navdeep Bains. This year, with eyes on a sweeping overhaul of environmental regulations, McKenna may just dethrone Bains as stakeholders angle to influence draft legislations.
