The month of October saw a total of 3950 communication reports filed to the federal lobbyists' registry, with YWCA Canada submitting the highest number of reports. The organization, which filed 53 communications last month, is represented on the registry by its CEO Aline Nizigama. YWCA Canada is looking to engage government officials on several issues including housing and homelessness as they pertain to women, investments in gender-based violence programs, and funding to support the mental health of frontline community service workers, according to Nizigama’s registry file.

The Lobby Monitor interviewed Dave Carey, director of government and industry relations at the Canadian Canola Growers Association, about the organization’s Nov. 7 lobby day. Although the organization arrived on the Hill with a laundry list of issues, the majority of discussions focused on a need to pass Bill C-234, an Act to amend the Greenhouse Gas Pollution Pricing Act, said Carey. “We spent lots of time talking about Bill C-234. Farmers and farm groups have been on this file since Bill C-234 was introduced in February 2022.” The bill received increased attention in the past week as the federal Liberals seek to avoid another carbon tax “carve-out.”

John Delacourt, who was recently promoted to lead the federal practice at Counsel Public Affairs, discussed the firm’s growth and the strategy behind it with The Lobby Monitor. “It is less about a specific plan around growth than it is a specific plan around creating mandates that really open up the greatest range of opportunities for growth for our clients,” said Delacourt. “Everyone is concerned about growth writ large with our economy, [but] we think it's that much more important to focus on the client's plans for growth. And that, paradoxically, is probably your best growth strategy.”

In weekly communications reports, the Tourism Industry Association of Canada’s lobby days last month led the organization to submit the highest number of communication reports — 27 out of a total of 467 — during the week of Nov. 6. The organization’s key priorities include advocating that the federal government develop policy and programs to address labour shortages and provide additional funding to maintain and create new “tourism assets” in communities across Canada to incentivize increased tourism.

In this week’s registrations, Boundaries North has joined the federal lobbyists’ registry for the first time to look for funding that will help with the business activities of Canada’s national cricket teams. The organization is represented by Bilal Cheema of Cheema Strategies Incorporated. Boundaries North is looking to secure funding for Canada's national cricket teams (men, women and youth teams) to support administrative tasks and business functions.

Julie DeWolfe and Julie O'Driscoll of GT & Company Executive Advisors are representing Timbercreek Financial Corp. as it makes its first appearance on the federal registry. DeWolfe and O’Driscoll will engage government officials to propose policy amendments and to discuss recent changes affecting the CMHC’s approved lender status. Timbercreek Financial is an alternative asset class investment management company, which provides short-term loans to commercial real estate investors who struggle to secure similar loans from traditional banks.

DeWolfe has also registered to represent Emera Incorporated, which seeks to engage the federal government on decarbonization policies. The consultant will seek out discussions on decarbonization policies, including the Healthy Environment and Healthy Economy plan, and clean electricity regulations. Emera Incorporated is an energy utility company which operates energy facilities in Canada, U.S., and the Caribbean.
