Elizabeth Roscoe, newly promoted to lead Rubicon Strategy’s Ottawa practice, spoke with The Lobby Monitor about her new role and the firm’s plans for becoming Canada’s largest lobbying firm. “We're always looking for talent and we're always looking for clients that need our strategic capability,” said Roscoe. “More often than not, we are working with clients that may have issues at a provincial government level, but also intersect with the federal government. Our ability to work in multiple jurisdictions is really a key differentiator for Rubicon.”

Lisa McCoy, who recently became the CEO of Defeat Duchenne Canada, discussed with The Lobby Monitor the organization’s upcoming lobbying day and why she decided to join the organization. “One of the things that attracted me to Defeat Duchenne Canada was the work that they have done in funding roughly $18 million for research since the mid ‘90s,” said McCoy. “For any organization that is focused on moving the needle forward for a rare disease, [that] is quite remarkable… because I have seen the power and importance of that type of work.”

The Lobby Monitor’s analysis of communication reports submitted in the third quarter of 2023, revealed interesting shifts in the cabinet ministers and subject matters that were of the most interest to lobbyists. Muhammed Ali of Crestview Strategy and Elizabeth Roscoe of Rubicon Strategy provided insight into the changes. “Housing has taken over the mainstream issue areas for the government [and] it's still a top-three issue for voters,” said Ali on why Housing Minister Sean Fraser rose to be in the top 5 most popular ministers.

In weekly communications reports, Huu-ay-aht First Nation, represented by Dan Lovell of Sussex Strategy, had the highest number — 13 out of a total of 165 — of submitted communication reports. His file for the group includes a single reason for lobbying: “Seeking government support through repayable or non-repayable contributions towards the First Nation's acquisition of a company.”

In this week’s registrations, TESCanada H2 Inc. has joined the federal lobbyists’ registry for the first time to encourage government officials to attend the announcement of Project Mauricie, a hydrogen production plant. The company hired Isabelle Verge Boudreau, Louis-Martin D. Leclerc, and Jean-Frédérick Legendre of TACT Consulting to represent it on the registry. The consultants will look to communicate with government officials from Innovation.

Returning to the registry after a near-three year absence is the Canadian Council of Snowmobile Organizations. The organization is now represented by John O'Leary of Crestview Strategy. O’Leary’s registry file states that he will engage government officials to educate and inform them about “the positive economic benefits, environmental stewardship and tourism and recreation opportunities of snowmobiling across Canada.”

Also from Crestview Strategy, Cameron Doherty and Emily Gilroy are joining their colleague Alexander Byrne-Krzycki in representing Siemens Energy Canada. The consultants will engage government officials in discussions related to cybersecurity strategy, clean hydrogen energy projects and clean electricity regulations, according to their registry files. Siemens Energy Canada assists its clients in the energy industry with decarbonizing existing facilities through innovative technology.
