Here’s the news we covered this week:

The Lobby Monitor spoke with representatives of the  Canadian Chamber of Commerce, Canadian Cattle Association and the Chicken Farmers of Canada about their advocacy efforts in the second quarter of 2024. The groups were the most active lobbying organizations during the quarter. With 98 reports, the chamber said its lobbying involved wide-ranging discussions about Budget 2024, federal tax policy and interprovincial trade. The Canadian Cattle Association submitted 81 reports during the quarter, and the Chicken Farmers of Canada had 78 reports. 

The Daymark Foundation, which launched in 2020, has registered to lobby for the first time to discuss perinatal mental health with government officials. “We've spent, I would say, the first few years … learning by doing and trying to figure out who the stakeholders are, what the priorities are, etc.,” Lauren Jones-Davies, the foundation’s executive chair, told The Lobby Monitor. “We've been working with government in minor ways, building relationships and really just seeking to understand. And now we know that to achieve true systems change, we need to more formally engage government.” 

The Lobby Monitor’s review of communications held between Sept. 1, 2023, and June 30, 2024, revealed the 50 most active third-party consultants and advocacy organizations. With 215 reports, David Pratt of David Pratt & Associates was the most active lobbyist. The National Council of Canadian Muslims was the most active lobbying group with a total of 184 filed communications. 

In this week’s communication reports, Delpharm Boucherville Canada Inc. filed the highest number of communications as it seeks discussions regarding federal funding opportunities to modernize its manufacturing and packaging facility in Boucherville, Que. The company is represented on the registry by Mathieu Grondin, Delpharm Boucherville’s site director, who submitted seven communication reports to the federal lobbyists’ registry. Delpharm Boucherville is a production facility focused on generic injectable medicines, as per the site director’s file. 

Turning to registrations, the Council for a Secure Energy Future joined the federal registry as it seeks to “raise awareness of the role of natural gas and other gaseous fuels in reducing global emissions and supporting international allies,” according to the registry file. The association is represented by Kema Joseph of Crestview Strategy. The council advocates for the development of Canada's energy industry to ensure a secure domestic supply of energy, incentivize investment in the sector, and for economic growth.

The Toy Association also joined the federal lobbyists’ registry for the first time to lobby officials about policies and regulations related to international trade, consumer issues, health, and the environment. Michael Mactaggart, an independent lobbyist based in Toronto, represents the association, which is headquartered in New York City. The Toy Association was founded in 1916 and represents the U.S. childrens’ toy industry.

The Aluminium Association of Canada has hired David Friedland, Philip Cartwright, and Joseph Rudolph Damas of Global Public Affairs to engage the federal government in conversations about trade policy development. The association is a non-profit organization which represents three Canadian aluminum companies–Alcoa, Aluminerie Alouette and Rio Tinto–in federal and provincial lobbying, as well as in public engagement.
